Sounds awfully like the karma system Fallout2 had, tho if anything like that would be implemented, there should be no way to see what titles other people have to prevent the 'team LF only people with title X'...
As a status tab on Hero screen or something it'd be cool

And why not have an elite-ultra-freaking-pro title. It could be named: Game Legend.
You need to have 12 rank, 4000hours(or more) played, completed all the missions and quests and you need to have all the other titles.

I like the idea if, as mentioned above, you have the choice of titles earned. I have three characters that have finished the game and one that's almost done, but each one is very different from the other. And each has evolved differently. For instace, my Necro was the first to finsih, but all the way through the game she was directionless (I can't imagine how I managed to finish with her). Now she's a kick-ass SS/SV necro, but she had to evolve into that role and I tried many different builds on her until I found the right fit. With my others, for the most part, I knew exactly what build I wanted to do. Though they had to evolve as well, they had more direction.
Sounds a little like BF 2 also, where you earn badges and so on.

So here would be an exmaple of multiple titles. A pre-title and a sub title.
(not sure if need the pre-title, but just throw it in fun fun)
Now, It would get very confusing and crowded in town, thus a option to the view title on and off is needed. Also a title window somewhere you can choose to display which earned title you want to display.
Now, if there is a Player Stats Widow (that shows the bio, your stats, and etc), would be great also to add a badge in there as well. They will be small things that you earn or accomplish.. like a badge for
- Beat Thunderhead keep on first try
- 1000 Charr slayer
- Saw the Fallen Statue of Orr (or some sight)
and such.
Yes, it is taken from the old SWG, but it is still a good thing to have. Add on some more incentive to playing.

I like this idea...you can right away see where the players skills are. You see Thor Hammerbane, 15k armor, perfect twin hammer, and you wonder...Did he earn it with his skills and did he donate all that time and effort? or.....did he buy it off ebay or did his daddy get him the money.....it shows who's who in the game

It's a nice idea, though some of the titles suggested are pretty dumb. Just keep it according to skill distribution, I'd say. And make it toggleable. That way people wont have to put up with unwanted titles, or get crap over the titles they have.
Also, how is this supposed to save the game? The game is hardly in any danger, by far.

Sure, titles are a nice idea, but they just seem too bland at this point. No offense, but "Superpyromancer" just sounds retarded.
Yea, it's nice to have something to work towards, but I'd much rather see some sort of list of accomplishments. This list could say that you beat a certain hard optional mission/quest (like the titan quests, or UW/FoW/SF quests), and then it says the date and time that you beat it. It could also mention your fastest times per mission. Stuff like that.
When Chapter 2 comes out, this list of accomplishments could also incorporate when your guild/alliance held which town/outpost and also give some more personal statistics like kills per "race" (Charr/White Mantle/Mursaat/Stone Summit/Losaru/etc...). But that might be a bit far-fetched. Maybe just incorporate the death count in it as well (yea, I'm well aware of the /death thing, but it would be nice to have it in a little window with other information).
Anyways, I think the idea of titles is a bit worn out, and since everyone's name is forced to be 2 or more words, I think something like "Superpyromancer ______ _______" is just a waste of space on-screen, and if any form of title was incorporated it should be only visable in your personal statistics/information window (which people can see, if they, for example, click the button, which could be on the opposite side of the trade button).
But yea, titles are interesting, but I'd much rather ANet work on some other form of increasing the replayability (like having multiple difficulties for missions). Or, for example, say in some Ascalon mission, you can either do the mission as normal, or when you're level 20, and everyone has to be level 20 in the group in order to not allow "power-leveling", you can do the mission again and fight level 24 charr and have other objectives that you need to accomplish in order to beat the mission. Then, if it was recorded that you beat the mission on this harder setting, that would increase the replayability.
One last time, titles ARE interesting and could be cool, but they are in no way "THE IDEA that will Save the Game"

Well, I am very aware that this idea "Will NOT SAVE THE GAME", it is a catchie phase use to lure people into reading the post. But in any case, I would say it still would help the game alot.
I dislike the "Super Pyromancer ____ ______" lay out of title too. See the picutre above. I am envision more of you have a short pre-title (like grand, lord, super, lengendary etc) that would be harder to earn. The defining title (longer one like Mater Pyromancer, Undead Deathgiver, Dye Master, Arena Champion, etc) will be appear underneath your name. (again, a toggle view option)
Of all things.. title would be one of easier to add (since it would be lot like adding another "guild tag"). Of couse, what kind of title to give would be the harder part.
Taken from other's suggestion, I would say for now, Anet should give 3 simple titles. Hero for finishing all missions.... Grand Hero for finishing all sub missions and missions, and Champion for high rankers.
